Our Founders
Change Unchained was founded by retired Navy Chief Petty Officer Troy Ulshoeffer and his wife Tiffany, who have been dedicated to the fight against human trafficking since 2012. With experience both domestically and internationally, Troy has witnessed the devastating impact of human trafficking firsthand. Together, Troy and Tiffany are driven by a deep desire to protect their community and bring hope to those affected by this heinous crime.
The Crisis at Hand
More than 50,000 individuals are trafficked each year in the United States alone, forced into a life they never chose. These men, women, and children are often coerced into the sex industry, while others are enslaved as domestic servants, farm laborers, and more. The trauma they endure leaves lasting scars - physical, emotional, and psychological. At Change Unchained, we understand that every survivor has a unique story - yet all share the common threads of suffering, loss, and the struggle to reclaim their lives.

At Change Unchained, our mission is to directly assist survivors of human trafficking in rebuilding their lives and mitigating the risks that could lead to further exploitation. We provide a safe and supportive environment where survivors can transition into a new chapter of life, equipped with the tools and resources they need to thrive.
We offer temporary lodging to survivors who have completed a state-certified safe house program and need additional time to gain financial stability, learn a trade, secure employment, pursue education, and develop life skills. Our goal is to ensure that each survivor maximizes all available resources to heal from their past and prepare for a future filled with hope.
The Burn it Down Ranch
The Burn It Down Ranch is at the heart of our mission. This sanctuary offers survivors a peaceful, nurturing environment where they can find solace and rebuild their lives. Each resident is provided with a tiny home, utilities, WiFi, and a monthly grocery stipend—all made possible by the generosity of our supporters. Stays at the Ranch range from 6 to 12 months, depending on the individual’s needs.

Our Partners in the Fight
Change Unchained works closely with organizations like Called2Rescue and FREE International, both of which collaborate with local law enforcement to conduct search and rescue operations for missing, trafficked, and exploited persons. We are proud to support these organizations by providing facilities at the Burn It Down Ranch for medical and firearm safety training on our weapons range and training pavilion.
